The Regional Development Authority (RDA) was founded in 1989 for the purpose of becoming the qualified sponsoring organization for a riverboat casino in Davenport, Iowa. Iowa law requires that the gambling license be held by a non-profit organization. RDA holds the gaming license for the Rhythm City Casino Resort in Davenport, Iowa. In 2016, the casino moved from a riverboat location to its current land-based facility and RDA changed it's name from ''Riverboat'' to ''Regional Development Authority.'' RDA distributes grant funding from an allocation of the casino's adjusted revenues.
